Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from different nations. Considerable effort is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every firing shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Soon after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a assumption understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its favour.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
